ESP & Wind Energy Ireland Host Jiangsu Guoxin Investment Group Delegation

In September 2025, Emerald Strategy Partners (ESP), together with Wind Energy Ireland (WEI), was honoured to host a high-level delegation from the Jiangsu Guoxin Investment Group, one of China’s leading state-owned enterprises in finance and energy investment.


The purpose of the visit was to explore Ireland–China cooperation in green energy transition, with a particular focus on policy, technology, and shared expertise. Discussions centered on:

  • How the Irish government is promoting renewable energy through national strategies such as the Climate Action Plan 2030.

  • Leading technological breakthroughs and demonstration projects in Ireland, including offshore wind, hydrogen, and biomass energy – and their readiness for commercialisation.

  • Ireland’s technical expertise in smart grids, energy storage systems, AI-driven energy optimisation, and IoT monitoring.

  • Practical pathways for Jiangsu Guoxin to transition from traditional coal-based energy towards renewable and comprehensive energy services, supported by Irish know-how and case studies.


The Jiangsu Guoxin delegation was led by senior figures including:

  • Ming Zhang, Chief Accountant

  • Liang Chen, Assistant General Manager

  • Jian Huang, General Manager, Strategic Investment & Finance

  • Shujing Zhang, Chairman of the Board, Jiangsu Guoxin Finance Co.

  • Guangshan Wan, Vice President, Finance Department

  • Xinrong Tan, Vice President, Credit Department


Their expertise in finance and investment highlighted the group’s strong focus on identifying new opportunities in renewable energy cooperation.


Ireland is rapidly emerging as a global leader in offshore wind and renewable energy innovation. By sharing insights from its policy framework, technical expertise, and research-driven ecosystem, Ireland is well-positioned to support China’s green transition goals.


For Jiangsu Guoxin, this visit provided valuable exposure to Ireland’s approach to sustainable development, while also opening avenues for future joint ventures, investment opportunities, and cross-border partnerships.
